The R visa: high-level talent coming to China

The R visa is China's talent visa, for foreign high-level talent and specialists whose expertise is in urgent need. It is not something you apply for on your own: an employer in China must first obtain a talent confirmation for you. This page explains who qualifies, the documents involved, and the two-stage process.

Checked against official sources on 13 October 2026. Rules change — confirm with the issuing authority before you apply. Sources at the bottom.

Who this is for

Who can apply for an R visa

The R visa targets people the Chinese state actively wants — the regulations describe them as high-level talent and urgently needed specialists. The category is broad, but it is always judged against the official high-end talent standard and confirmed through an employer.

Scientists and researchers

Leading scientists and researchers, technology leaders and scholars whose work matches China's priority fields.

Entrepreneurs and executives

International entrepreneurs and senior managers setting up or leading business in China.

Specialists and skilled talent

Specialists and highly-skilled professionals in fields where China has an urgent need — including the scientist, technology-leader, entrepreneur, specialist and high-skill categories named in the official measures.

You cannot self-nominate. R visa status is confirmed through your employer, not by you. The process begins when the Chinese employer applies to the provincial foreign-talent administration and obtains the Confirmation Letter for High-Level Foreign Talents. Without that letter, the embassy or visa center cannot issue an R visa.

What you need

R visa materials

The R visa has a short, specific list — the Confirmation Letter does the heavy lifting. Materials for the first stage (the talent confirmation) belong to your employer; materials for the second stage (the visa) belong to you.

DocumentDetailsStatus
Confirmation Letter for High-Level Foreign TalentsA printed copy of the confirmation letter issued to your employer by the provincial foreign-talent administration. This is the document the embassy requires — nothing else can substitute for it.Verified · official source
Visa application formThe completed R visa application form, submitted through the official channel.Verified · official source
Passport and photoYour passport, valid for at least 6 months, plus a photo that meets the official requirements.Verified · official source
Anything else the post requestsThe measures allow the embassy, consulate or other overseas office to request additional materials case by case.Verified · official source
Stage 1 (your employer): invitation letter + proof of qualificationsTo obtain the confirmation letter, the employer submits the application form, the domestic employer's invitation letter and the documents that prove you meet the R visa talent standard.Verified · official source
Keep the wording aligned. Your name, passport number and the employer's details must match across the confirmation letter and your visa application form. Small mismatches are a common reason for delay.

The most common confusion

Validity vs duration of stay

These are two different things, and China's entry regulations define both. On a long, multiple-entry talent visa the distinction is easy to miss.

Validity (the entry window)

The period during which you may enter China. For qualifying R visa holders this can run for 5 to 10 years. A long window lets you come and go — it does not mean you may stay continuously.

Duration of stay (days per entry)

How long you may remain in China after each entry, counted from the day after you enter. If you move to China to work, you will switch from the visa to a residence permit, which governs your long-term stay.

TermWhat it means (official definition)On an R visa
Validity of entryThe period in which the visa holder may enter China, valid from the date of issue until 24:00 Beijing time on the expiring day unless the issuing authority specifies otherwise. VerifiedQualifying applicants receive 5 to 10 years, multiple entry. Verified
Duration of stayHow long the holder may stay in China after each entry, beginning from the next day after entry. VerifiedSet by the officer. An R stay extended inside China is capped at a maximum of 180 days from that entry. Verified
Number of entriesHow many times the holder may enter China within the validity period. VerifiedMultiple. Spouse and minor children also receive multiple-entry visas of the same validity. Verified
Long-term / residentA stay of more than 180 days is classified as long-term or resident, which brings the residence-permit system into play. VerifiedAn R visa holder who works in China applies for a work permit and a work-type residence permit after arrival. Verified
Replacing the visa inside ChinaA visa can be replaced in China to change the purpose of stay or to move to a new passport. VerifiedAn R visa replaced inside China may be issued with a validity of entry of up to 10 years and a stay of up to 180 days. Verified

How to apply

A two-stage process, not a normal application

Unlike L and M visas, the R visa cannot start with you. Stage 1 happens in China through your employer; only then does Stage 2, your visa application abroad, become possible.

Stage 1 · Step 1

Your employer applies in China

The inviting unit applies online to the provincial government's foreign-talent administration, submitting the application form, the domestic employer's invitation letter and documents proving you meet the R visa talent standard. Verified · official source

Stage 1 · Step 2

The Confirmation Letter is issued

If you meet the high-end talent standard, the provincial authority issues the Confirmation Letter for High-Level Foreign Talents to your employer online within 5 working days, and shares it with the Chinese embassy or consulate in your country. Verified · official source

Stage 2 · Step 3

You apply for the visa abroad

Once the letter exists, you apply for the R visa at the Chinese Embassy/Consulate (or visa center) covering where you live, with the application form, your passport (valid at least 6 months) and photo, and the printed Confirmation Letter. Verified · official source

Stage 2 · Step 4

The visa is issued — fast, and free

Qualifying applicants receive a 5-to-10-year, multiple-entry visa. The post can process it urgently within 2 working days, and the visa fee and expedited-service fee are waived. Verified · official source

After arrival

Convert to work permit and residence permit

R visa holders who work in China apply to the local foreign-talent administration for the foreign work permit. This can often be done fully online, with a decision within 3 working days, after which the public security authority issues a work-type residence permit. Verified · official source

Visa-free entry does not apply to talent work. China's visa-free entry and 240-hour transit apply to tourism, business, family visits and transit — never to work. Because the R visa leads to employment, you must apply for it properly; there is no shortcut. Summary — see the policy page
Fees and timing. The R visa is unusual in that the official measures waive both the visa fee and the expedited-service fee for qualifying applicants, and allow processing within 2 working days. Costs and timelines can still change, so confirm the current arrangement with the post handling your case. Verified · official source
Do you even need a visa? For everything short of work — tourism, business, family visits, transit — check whether you qualify for China's unilateral visa-free entry or the 240-hour visa-free transit before you plan anything. Read the dated policy updates. Summary — rules vary by nationality; see the policy page
